About the data

What the GSA rate is, and what it isn't

  • The US General Services Administration (GSA) sets a maximum nightly lodging rate for federal employees traveling in each county of the continental US. It excludes taxes and isn't a market price.
  • GSA lists 295 destinations, 149 of them with seasonal rates. Every other county gets the standard rate of $113 a night.
  • Because it's public and set by an independent body, it's a reference finance and travelers can both check. Use it as the floor, then choose how far above it your cap sits.
  • Rates here are the FY2027 rates (Oct 1, 2026 to Sep 30, 2027), copied from GSA's file without changes. GSA publishes new rates each fiscal year, usually in August, effective October 1.
  • To budget for a year of hotel nights, the travel budget planner can use any of these rates, department by department.
  • To price a single trip, the trip cost estimator applies these rates night by night and adds GSA meals and incidentals.
  • For meals and incidentals rates and every destination by state, see GSA per diem rates.
  • To negotiate rates with the hotels your travelers use most, the hotel RFP guide has a timeline and a question set to download.

Questions

About GSA rates and hotel caps

Are GSA lodging rates what hotels charge?
No. They're the most the US government will reimburse a federal employee for a night's lodging in that place, before taxes. GSA sets them from hotel data, but they aren't market rates. That's why the hotel rate benchmarks tool treats the GSA rate as a floor and lets you choose the multiple.
Do the rates include taxes?
No. Hotel taxes are excluded, so decide whether your cap is before or after tax and say so in your policy.
When do the rates change?
GSA publishes new rates for each federal fiscal year, usually in August, and they take effect on October 1. These are the FY2027 rates, effective Oct 1, 2026 to Sep 30, 2027. GSA can also revise a rate during the year.
What about cities outside the continental US?
GSA covers the 48 contiguous states and the District of Columbia. Rates for Alaska, Hawaii and US territories are set by the Defense Department, and rates for other countries by the State Department. The hotel rate benchmarks tool doesn't include them.
Why might my city show a different rate than I expected?
GSA sets rates by county, so a city's rate is its county's rate. Anywhere GSA doesn't list separately gets the standard rate, and some destinations change rate by season.
